usage based skills

Add a skill level base in addition to talents. Stills are based on actual activity, such as mining (perhaps keeping a count of every liter of Tier 1, Tier 2, etc.) that is mined or firing a large railgun or non-warp SU's traveled. They would not have to cover all activities, like talents do, just the repetitive ones.

Primary goal is to reward people who do a LOT of something over a LONG time. Currently talents for something like mining can be maxed out within a few months. Skills would help differentiate players who have been playing the game for years or who focus on specific activities.
